Qualifying Criteria
The applicant must be the owner or lessee of the subject premises.
The application must be accompanied by a lease agreement, of a minimum of four years’ duration, or a copy of the Land Registry entry showing ownership details.
Applicants must not owe monies to Louth County Council for example, commercial rates/levies/fees.
Property must be vacant for at least 12 months, and proof of vacancy provided, for example a declaration letter from the landlord.
As a condition of acceptance into the scheme, the applicant is required to set up a standing order or direct debit for the payment of commercial rates prior to the end of year 1, and any other charges payable to the Council.
Scheme Criteria
Any commercial premises which have been vacant for more than 12 months would be eligible for a waiver of rates of 100% in year one, 50% in year two and 25% in year three.
Maximum of three years allowed for the waiver.
In year four and all subsequent years, the full amount of the rates due must be paid in that financial year
Conditional on a minimum of a four-year lease being signed by the new occupier. Evidence of same to be provided to Louth County Council.
The scheme shall not apply to any business/person or linked business/company with common ownership who owe money to Louth County Council.
The scheme shall only apply to the authorised use of premises, i.e. where there is an unauthorised development or ongoing enforcement under Planning Legislation, these should be regularised in advance of any application being made.
All properties applying for the scheme must conform to the Shop Front Design Guidelines.
All applications will be reviewed on an individual basis and subject to ongoing review.
The waiver is not applicable in cases where an existing business or linked business/company with common ownership relocates to a vacant property.
If the business relocates from one previously vacant property to another vacant premises, the waiver only applies for the remainder of the original three-year term.
The primary business activity must remain consistent with the original application, unless prior written approval is obtained from Louth County Council.
